This involves analysing the regional innovation ecosystem with key actors to understand each region’s context, stakeholders, and development cycles. The regional needs for attracting and retaining talent and skills are identified, alongside the transition needs of public actors.

Relevant data sources are pinpointed, and a selection of key indicators is made for fast demonstration in the next phase. The results from these demonstrations are fed back into the first objective of the project to develop joint solutions. 

The second project objective focuses on building capacity and fostering joint learning to develop flexible evaluation processes for better collaboration between organisations. Through online and in-person discussions, partners and stakeholders share good practices to incorporate into joint solutions.

In co-creative sessions, deeper insights are gained on developing evaluation methods and tools. This knowledge is then used in the next phase to adapt solutions for each region’s needs and ensure long-term impact.

A key milestone is the fast demonstration of METRIC indicators chosen by each region, based on their talent, skills, and transition needs. The findings are used to adapt strategies and action plans in the following phase.

Based on the results from the second project objective and input from the first, the third objective focuses on adapting the evaluation method and action plans for wider use. The milestone is the creation of action plans, including a framework and steps to adapt the indicators for regional use and further development.

The goal is to create long-term impact by using the jointly developed solutions for better strategy and policy making. There are also joint collaboration plans across the project. At the same time, outreach efforts are increased to share results and explore interest in further development and adoption.
